Asymmetric cyber threat - - The Washington Times, America’s Newspaper: “According to Richard Clarke, former National Security Council member, a Chinese general has said they would reach out through cyberspace and turn off our electric power grids before any conflict with the United States. I would thank that Chinese general for the ’strategic warning.’”

I think the Chinese general was referring to an electromagnetic pulse (EMP) that would shut down our electric power grids for months, but it certainly is possible for a nation to shut down much of a country that runs on computers through a massive cyber attack. Any major attempt to do that would have to be regarded as an act of war.
